Below is the SQL that I used to disable all users except those that are in the SYSADMIN role:
UPDATE SY910.F98OWSEC SET SCEUSER = '02' WHERE SCUSER NOT IN (SELECT RLTOROLE FROM SY910.F95921 WHERE RLFRROLE = 'SYSADMIN') AND SCUSER '*POLICY'
