EnterpriseOne Development Client Hangs When Trying To Start OMW (Object Management Workbench)

We were receiving the following error message when trying to open Object Management Workbench (OMW):

I noticed in the JDEDEBUG log that the application seemed to be stuck on the following process:

Validating path c:\e900\DV900\spec\runtimeCache\

So, I deleted the files in the runtimeCache directory (fdaspec.ddb & fdaspec.xdb) and everything works great.
